If you are choosing between them, the honest way to decide is by how you spend the cold: moving or standing still. If you are walking, driving and going indoors, a wool-blend coat or a hip-length padded jacket is enough, and anything heavier becomes uncomfortable the moment you are inside. If you stand still outdoors — waiting, watching, walking a dog — length is what keeps you warm, so a longline padded coat or a parka does far more than a warmer but shorter jacket will.

Wind and rain are a separate problem from cold. A close-woven or windproof shell takes the edge off wind that makes a mild day feel freezing; a water-repellent finish handles a shower on the way in but is not a sealed waterproof.

Padded pieces here use synthetic fill rather than down. That is a deliberate note, not an omission: synthetic keeps insulating when damp and costs less to replace.
